Champaign County a leader in seizing offenders' vehicles

Luke Lubenow is making car payments on a year-old Hyundai Elantra.

One problem: Champaign County seized the car under a state law that allows forfeiture of vehicles used in the commission of certain crimes, including driving a car with a license that was revoked or suspended for driving under the influence of alcohol.
