Edgar offers advice to Quinn on fixing state government

URBANA – Just say no. Play nice with others. Choose friends wisely. And try not to break the law.

Former Gov. Jim Edgar has some advice for the state's newest chief executive, saying Gov. Pat Quinn is off to a "good start" but faces massive challenges.
