Champaign council to review apartment building plans

CHAMPAIGN – City council members will review plans for an eight-story apartment building at Green and Fourth streets, consider a project to improve a portion of North Mattis Avenue and review an engineering contract for the eventual demolition of the Meadow Gold building in north Champaign.

The council will meet at 7 p.m. Tuesday at the Champaign City Building, 102 N. Neil St.

Phase 2 of the College Corner project at 311 E. Green St. originally called for a 20-story building. It now calls for just eight floors with 70 apartment units. Developers are requesting two waivers, one allowing 213 parking spaces instead of 285, and another that would allow 16 percent of the total building floor area to be open space rather than the required 20 percent. As a tradeoff to the parking waiver, the developers propose adding 468 bicycle parking spaces and 15 motorcycle parking spaces, and providing four cars in the development that could be used as part of a car-sharing program.

The Mattis Avenue project calls for overlaying the roadway from Anthony Drive to Olympian Drive, providing paved shoulders and pavement markings at a cost of $620,000, with $550,000 in state funds and $70,000 in city funds. If approved, construction could take place next June.

The council also is being asked to approve a $211,900 contract with DLZ Illinois Inc. for engineering services for the demolition of the old Meadow Gold Dairy plant in north Champaign. The city acquired the building in 1997. It is now in poor shape, according to a memo to council members. A section of its roof has collapsed and it is becoming more difficult to secure the building. The demolition of the building, which is projected to take place next summer, is expected to cost the city an estimated $1.5 million.
