SAVOY – Surrounded by officials from the University of Illinois, Champaign County, the cities of Champaign and Urbana and several local school districts, Gov. Pat Quinn came to Savoy on Tuesday to drum up support for the tax and budget proposals he gave legislators last week.
"There's a lot of castor oil in it, I understand that," Quinn told about 100 people Tuesday morning at the Schnucks store pharmacy. "But right now our state is delinquent in paying many, many bills from all kinds of businesses in our state."
